Проблема следующая,есть OXE, при попытке произвести исходящий вызов на федеральный сотовый номер вызов - занято.

Проблема возникла спонтанно, изменений в конфиг не вносилось.
В инцидентах критичного ничего не замечено. Количество цифр по префиксу 0 прописано - 11.
Куда посмотреть?
